Why should a supposedly trained military personnel open fire on an unarmed civilian who pose no threat to him?
In rules of engagement, even an armed individual once he/she raises his arms in surrender is never shot at.
Nigerian soldiers and other security personnel are sneaking in on Biafrans, even while they pray or gather at a church and shooting them to kill.
General Muhammadu Buhari is about to push Biafrans who have remained peaceful in their pursuit for the restoration of Biafra into armed struggle. Everyone has an elastic limit.
