The first strike! Buhari replaces Yoruba-born Nigeria's Accountant General with 
In his first major strike, General Muhammadu Buhari wielded the big stick against the Yorubas. The casualty was the Yoruba-born Accountant General of the Federation, Mr. Jonah Ogunniyi Otunla, who was fired yesterday and replaced with a Hausa-Fulani underling.


The Oyo State-born Otunla was accused of misappropriation of funds. THE WILL quoted an undisclosed source as saying that Otunla was removed from office because he allegedly misappropriated N2.5 billion of security agencies’ funds.

In a statement late Friday, the Office the Accountant General of the Federation confirmed that  Buhari had approved the immediate sack of Otunla and the appointment of Mohammed Dikwa as Acting Accountant General.

The statement was silent on Otunla’s sin but said Dikwa would hold the position until a substantive replacement is announced.

Until his appointment as the Acting Accountant-General, Dikwa was the Director, Funds Department in the Office of the Accountant-General of the Federation, the statement said.

Mr. Dikwa has a Bachelor of Science Degree in Accountancy and a Master in Business Administration and Finance.

According tis official profile, Mohammed Kyari Dikwa, mni, was born on 3rd January, 1960 in Dikwa town of Borno State. He had his primary education at Dikwa Central Primary School from 1970-77.

He attended Science Secondary School Gashua and Ramat Polytechnic Maiduguri where he obtained WAEC and Diploma (Accounting) from 1982 and1985 respectively.

He had BSc-Degree in Accountancy and MBA (Finance) both from University of Maiduguri in 1991 and 1996 respectively. He had attended the Senior Executive Course 34, 2012 at the National Institute for Policy and Strategic Studies, Kuru, He is a professional accountant and member of many professional bodies, few to mention include, Fellow Certified National Accountant, Associate Member–Chartered Institute of Taxation of Nigeria, Fellow- Institute of Cost and Management Accountants, Life Member – Nigeria Economic Society, Member–Institute of Administration of Nigeria, Member–Chartered Institute of Purchasing and Supply United Kingdom, Council Member–Institute of Certified Public Accountants of Nigeria among others.


He had facilitated and attended many Courses, Workshops, Seminars and Conferences both within and outside Nigeria, some of these include, Management of Oil and Gas Operations at Dubai Academic Village in November, 2009:Combating Corruption in Procurement at Crown Agents Training Worthington in October, 2008; Public Sector Accounting and Budgeting by Crown Agents Bank London in December, 2007: International Gas Business Management Certificate Program at IHRDC Boston, USA, in May 2006:Management and Policy Development at RIPA London in October, 2005:Certificate in Treasury Management at the Thames Valley University London in August, 2002;and many other courses at South Africa, Malaysia, Ghana and India among others.

Mr. Dikwa started his working career with the Borno State Civil Service in August, 1985 and served in various Ministries, Departments and Agencies. He was appointed as State Accountant-General in May, 1999 and Permanent Secretary in February, 2002. In September 2004, he joined the Federal Civil Service as Director under the Office of the Accountant General of the Federation. He served on the Boards of many Federal Government Companies and Agencies, few to mention include, Transcorp Hilton, Bank of Industry, Defence Industry Corporation, Mtel, Nitel, Transmission Company of Nigeria, Agricultural Credit Guarantee Scheme, and Bank of Agriculture etc. He was the Director in-charge of Revenue and Investment, and presently the Director of Funds under the Office of the Accountant General of the Federation.
