It is not surprising that for over 3 months since General Muhammadu Buhari knew he was going to become the president of Nigeria, he has not been able to come up with a cabinet list. The Biafran presumes he is as confused as he was in 1984 after he executed a coup (December 1983) without a blueprint to work with. According to Mustapha Jokolo Buhari's former aide-de-camp (ADC), as they were plotting the coup, they contracted some individuals to prepare a blueprint of governance for them. This is the same thing Buhari did with the Ahmed Joda Committee. According to Jokolo: "We were expecting some people to prepare some blueprints for the running of the government, but they did not."
